Are lengthened partials effective? Yes…if they are done at the end of a full-range set to get more out of that set [a.k.a. X-Reps]. But I don’t recommend them by themselves.
I’ve seen other trainers say that end-of-set partials don’t do anything but add damage. That’s true, if you do a lot of garbage volume…

That’s usually only three to four sets per target muscle. End-of-set X-Reps on specific contracted-position exercises can improve the growth effects of those sets and allow—no, require—shorter workouts for bigger muscle gains.
